The Iraqi government restarted electricity and water supplies to Mosul on Saturday, as engineers running the Mosul hydroelectric dam re-opened its main gates, fearing the barrier wall could otherwise collapse.Turning on the turbines alleviates the pressure on the dam, but allows the so-called Islamic State (IS) group to claim credit for returning services to the people under its control in the Mosul area.
