Sen. Lisa Murkowski (R-Alaska) put out a report Friday saying that publicly available data on Iraqi oil markets should have helped predict the rise of the Islamic State in Iraq and Syria (ISIS).

The factors, such as instability and violence in southern Iraqi oilfields during Shiite labor protests in late 2013, should have served as early warning signs to United States security and intelligence officials, Murkowski said.
