Under the draft Legislative budget 2014/2015, Lawmakers, knowing fully-well that appropriations were already allotted for institutions within the national budget, went ahead and re-appropriated the US$25 million to be realized from oil blocks sale signature fees to those same institutions, a FrontPageAfrica analysis of the budget has revealed
