Amid mounting worries over territorial conflicts in the South China Sea, Chinese and Southeast Asian leaders plan to establish an emergency diplomatic hotline and adopt a joint statement on a Code for Unplanned Encounters at Sea (CUES) to prevent armed clashes in the disputed waters, diplomatic sources told GMA News Online Wednesday. China and the Association of Southeast Asian Nations plan to adopt the key agreements when their heads of state commemorate the 25th year of ASEAN-China dialogue relationship in the Laotian capital city of Vientiane next week, according to sources.
