Ordinary flooding is inevitable. But what Kawlin expects is record floods. Last July and August, when 12 of the country’s 14 states and regions were largely under water, Kawlin was an epicentre of the devastation, the site of an emergency displaced persons’ camp for residents of the 88 surrounding villages who had been driven from their homes by the rising waters. And already as of 8pm on June 9, the swollen mountain torrent passing through the town’s outskirts was 13 feet 6 inches deep (4.1 metres), or 6 inches (15 centimetres) higher than last August’s record.
