NEW DELHI — The Indian defense minister blamed Pakistan on Thursday for an escalating conflict that has claimed about 20 lives on both sides of the Kashmiri boundary and left thousands of villagers homeless in recent days.At a news conference in New Delhi, the defense minister, Arun Jaitley, said the violence was caused by Pakistan’s attempts to “precipitate tension where none existed.”
