President Xi Jinping is shaking the hands of so many leaders of neighboring powers with which China has been on unpleasant terms, he gives the impression he’s campaigning for the Nobel Peace Prize. And if he’s not doing all the hand-shaking, he has top lieutenants doing it for him.
