At panel discussions and in conversations between attendees at the Berlin Climate and Security Conference, hosted by the German Foreign Office on October 6, 2026, the same questions kept coming up. Does climate security sit with foreign affairs, with development, with domestic security, or with defense? Who has the mandate to act, and who holds control of the budgets necessary to do so?
