Afghanistan is not cursed because copper lies beneath Logar, lapis beneath Badakhshan or iron beneath Bamiyan. It has been cursed by political choices made in Moscow, Washington, Islamabad, Riyadh and Kabul and by the refusal of those who made them to accept responsibility.
