Request for Expressions of Interest: Non-Oil Revenue Mobilisation and Accountability in South Sudan (NORMA-SS) Project

The government of the Republic of South Sudan has received a financing from the African Development Bank towards the cost of Non-Oil Revenue Mobilization and Accountability in South Sudan (NORMA-SS) Project, and intends to apply part of the agreed amount of this loan to payments under the contract for hiring a consulting firm to support the development of Software for the Revenue Data Management System of the National Revenue Authority (NRA).

The services included under this project are: Design and Development of Software for a unified Tax Management System for South Sudan Revenue Authority.

The Ministry of Finance and Planning now invites eligible consulting firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy for Bank Group Funded Operations, October 2015, which is available on the Bank’s website at http://www.afdb.org.

Interested consultants may obtain further information at the address below during office hours between 08:30 AM and 05:00 PM East African Standard Time on working days.

Expressions of interest must be delivered or e-mailed to the address below by 5th April 2019, 2:00 PM East African Standard Time.
