Despite contributing the least to global emissions, 17 conflict-affected countries bear the brunt of climate impacts, yet receive only a fraction of adaptation finance. The report calls for a paradigm shift in climate finance: prioritizing flexible, grant-based support that is conflict-sensitive, community-led, and designed to reach local actors. It outlines four urgent actions to deliver impact in these crisis settings: prioritize adaptation grants, embrace anticipatory action, build a people-centered model of resilience, and deliver aid through flexible, locally driven partnerships. Without these reforms, efforts to address global hunger, poverty, and instability risk being undermined.
