Twenty Years of Women, Peace and Security Initiatives: Are We Doing Better?

This keynote session will consist of a “fireside chat” discussion with Ms. Michèle Flournoy.  As the U.S. Under Secretary of Defense for Policy from February 2009 to February 2012, Ms. Flournoy was the principal advisor to the Secretary of Defense in the formulation of national security and defense policy, oversight of military plans and operations, and in National Security Council deliberations.  During that time, the United States was debating how to formulate a National Action Plan as required by Resolution 1325 while contemplating potential changes to U.S. strategy and operations in Afghanistan and Iraq.  These shifts raised questions relevant to the Resolution, including how to involve women in peace building and stabilization efforts, as well as how to integrate more gender diversity into America’s own defense and diplomacy cadres and activities abroad.  Through this chat we will explore Ms. Flournoy’s experiences in developing and implementing cutting-edge U.S. defense policy and her leadership in security strategy.
