Independent Commissions in Post-Conflict Societies: The Inclusion of Women

A peace settlement can provide the dispensation for a broader and more representative political process. It provides a unique opportunity to establish conditions for new inclusive democratic structures. This article examines patterns of provisions for women’s inclusion in important institutions, frequently established in peace agreements, independent commissions. Commissions are crucial elements of peace agreements as they are mandated to carry out vital tasks including monitoring ceasefires or overseeing elections. In light of the important mandates given to these bodies the inclusion of women among their members is necessary to comply with UN Security Council Resolution 1325’s (UNSCR 1325) call that women be included in conflict management or resolution institutions. Using both, a new dataset of almost 600 commissions this article examines why some commissions incorporate quota provisions for the inclusion of women while others do not.
