EIP is looking for a Senior Climate & Environmental Peacemaking Advisor to support the Peace Practice and Innovation (PPI) unit.
Terms of Reference
Through the Climate & Environmental Peacemaking (EPM) Programme, established in 2019, the Institute seeks to gear up conflict resolution to respond to climate change and wider environmental challenges in conflict contexts in order to contribute to a sustainable environment and enhance the prospects for durable peace.
The CEPM Programme is focused on support to peace leaders and local communities to address climate and environmental concerns in the wider framework of conflict resolution. We believe the environment is fundamental to make peace and that conflict resolution practitioners can strengthen their efforts by understanding how it affects conflict dynamics.
Duties and responsibilities
Reporting to the Peace Practice and Innovation (PPI) Director and Programme Officer, the Advisor will contribute to project implementation and policy engagement specifically advising on environmental and natural resource issues in conflict contexts that the Institute works in as well as on climate finance, climate adaptation and mitigation.
In that context, the core tasks of the Advisor will be to:
- Provide ongoing political mediation and reconciliation expert advice to the implementation of ongoing environmental peacemaking projects (Somalia and Yemen) and, as requested, provide advice to other programmes and projects within the Institute’s portfolio.
- Conduct conflict, political economy, and environment analysis to the active projects, as agreed with the team, specifically conduct research and analysis on international climate politics, finance, instruments, and institutions relevant to project countries and other contexts.
- Support the team and Institute leadership and provide representation policy engagements on project country-level as well as in international and European fora relevant to environmental peacemaking.
- Produce content for internal and external use as agreed with the team. Specifically, develop an advisory product in two parts leading up to COP27 in Egypt: one internal analysis for the Institute’s activities and one for policy engagement with relevant actors leading up to, during and after COP27.
Profile
- Have the capacity to create and maintain working relations with national authorities, local partners, international organisations, and EU institutions.
- Have strong analytical and drafting skills and the ability to communicate to different audiences in complex, multicultural environments.
- At least 5 years’ experience in conflict prevention, resolution, mediation, reconciliation and peacebuilding, with proven experience advising or working closely with policymakers in conflict affected settings.
- At least 2 years’ experience in the field of climate mitigation, adaptation, and international negotiations; climate mitigation and adaptation and other environmental practices in fragile settings, including natural resource management.
- In-depth knowledge of the programme areas and contexts of the Environmental Peacemaking file, including the Sahel, Horn of Africa, and Red Sea region.
- Be willing to travel, including to difficult and insecure environments.
- Be fluent in English. Skills in languages relevant to project countries are a strong asset.
The Institute offers
- Service contract for a maximum of 40 days from mid-August to 31/12/2022.
