The United Nations Development Programme is a United Nations organization tasked with helping countries eliminate poverty and achieve sustainable economic growth and human development.
Under the guidance and direct supervision of the Programme Specialist (Team Leader) and guidance of senior programme staff, the Programme Associate ensures effective delivery of the thematic area of programme by entering and managing data and supporting programme implementation consistent with UNDP rules and regulations.
The Programme Associate will provide substantive support to the Programme staff in the implementation of programme/project activities ensuring the smooth coordination of logistical arrangements for events, workshops, seminars and briefings of government counterparts.
The Programme Associate works in close collaboration with the operations, programme and projects’ staff in the CO and UNDP HQs as required for resolving complex finance-related issues and exchange of information. In this context the Programme Associate will establish close synergies with and seek guidance from the operations teams in terms of operational policies and procedures.
Incumbent is expected to display initiative, a positive approach and a strong client orientation. As such, s/he is expected to be flexible in performing other emerging tasks and additional duties as required by direct supervisor or senior management
Duties & Responsibilities
Summary of Key Functions:
- Substantive support to programme planning, implementation strategies, adapts processes and procedures
- Provide research support on programme formulations
- Develop M&E and procurement plan and ensure timely preparation and production of quarterly reports and evaluation and procurement requirements
- Support to substantive and financial management of the governance programme
- Maintenance and updating of the Team’s portfolio for e-documentation and knowledge management systems, as well as the office intranet and website
- Administrative support to the Programme Unit
- Support in creation of strategic partnerships and implementation of the resource mobilization strategy
- Facilitation of knowledge building and knowledge sharing
Substantive support to programme planning, implementation strategies, adapts processes and procedures focusing on achievement of the following results:
- Presentation of thoroughly researched information for preparation of UNDAF, CPD, and effective application of RBM tools and establishment of management targets (BSC). Establishment of the mechanisms to track use of RBM tools and maintenance of RBM database.
- Presentation of information/ reports for identification of areas for support and interventions.
- Implementation of the CO partnerships and resources mobilization strategies, preparation of reports.
Provide research support on programme formulations:
- Conduct research on the past network discussions and consolidated response
- If necessary, post questions to the relevant network to seek additional information
- Conduct interviews and web-based research on the subject matter, conducted by other development partners and the government in Ukraine
Develop M&E and procurement plan and ensure timely preparation and production of quarterly reports and evaluation and procurement requirements:
- Review UNDP’s Programme and Operational Policies and Procedures and keep track of the M&E and procurement requirements
- In coordination with the Team Leader and Programme Analyst, ensure the procurement and M&E activities are implemented as planned
Provides effective support to substantive and financial management of the governance programme focusing on achievement of the following results:
- Presentation of thoroughly researched information for formulation of country programme, preparation of project documents’ drafts, work plans, budgets, proposals on implementation arrangements.
- Initiation of a project, entering project into Atlas, preparation of required budget revisions.
- Provision of guidance to the executing agencies on routine implementation of projects, tracking use of financial resources.
- Follow up on performance indicators/ success criteria, targets and milestones, preparation of reports.
- Analysis of the situation in programme, identification of operational and financial problems, development of solutions.
- Inputs into preparation for conduct of audit of NIM/DIM projects, implementation of audit recommendations.
Maintenance and updating of the Team’s portfolio for e-documentation and knowledge management systems, as well as the office intranet and website:
- Presentation of thoroughly researched information for formulation of country programme, preparation of project documents’ drafts, work plans, budgets, proposals on implementation arrangements.
Provides administrative support to the Programme Unit focusing on achievement of the following results:
- Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas.
- Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
Provides support in creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:
- In coordination with Partnership Associate, analysis of information on donors, preparation of donor’s profile and database, establishment of contacts with donor counterparts.
- Track and reporting on mobilized resources and ensure timely preparation of reports.
Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
- Organization of trainings for the operations/ projects staff on programme.
- Maintenance and updating of the Team’s portfolio for e knowledge management systems, as well as the office intranet and website.
- Extraction of lessons learnt and best practices in programme implementation.
- Sound contributions to knowledge networks and communities of practice.

Requirements:
Education
- Secondary Education, preferably with specialized certification in Accounting and Finance.
- University Degree in Law, Business and Public Administration, Economics, Political Sciences and Social Sciences would be desirable, but it is not a requirement.
Experience
- 7 years of progressively responsible administrative or programme experience is required at the national or international level supporting multinational development programmes.
- 4 years of relevant experience will suffice if in possession of a Bachelor’s Degree.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.).
- Advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
Language Requirements
- Proficiency in English and Ukrainian.
- Knowledge of other UN official languages is desirable.
