DRC: Analyst at the Climate Change and Green Economy Program

The United Nations Development Programme is a United Nations organization tasked with helping countries eliminate poverty and achieve sustainable economic growth and human development.

To participate in the efforts for the sustainable development of humanity as well as to improve in a sustainable manner the living conditions of its population, the DRC has subscribed to the Conventions resulting from the Earth Summit held in Rio de Janeiro in 1992. It tackles the central issue of moving towards a green economy, seeking to accelerate its socio-economic development while reducing the vulnerability of its population to the effects of climate change and natural risks and disasters.

Through its 2020-2024 Country Program Document, UNDP is committed to supporting the Government of the DRC in its efforts to eradicate extreme poverty in all its forms and reduce inequalities and the vulnerability of the population. To this end, an integrated approach of three main priorities has been adopted: (1) the promotion of governance: which aims to improve the legal and institutional environment necessary to strengthen the inclusion of target populations in decision-making and promote their well-being; (2) economic transformation: which aims to support the achievement of structural transformation towards a sustainable and inclusive green economy using a human development approach; and (3) stabilization and resilience.


Under the second priority area, UNDP will focus on actions conducive to reducing poverty and inequality, rationalizing the sustainable use of natural resources (minerals, forests, water, land, etc.) and to the fight against climate change.

Specifically, this will involve assisting the government to implement the multilateral environmental agreements it has signed and ratified, in particular through the formulation and implementation of its Nationally Determined Contribution (CDN) the REDD+ investment plan, etc. Priority will be given to the transfer of innovative and environmentally friendly technologies and practices in the sectors of energy, agriculture, forestry, protected areas, water and basic infrastructure development , as well as the mobilization of funds from climate finance to meet the country's development priorities. UNDP will also provide relevant government institutions, including ministries of environment.


To meet this commitment, a "Climate change and green economy" component has been created within one of the Office's programmatic pillars, in charge of UNDP advisory support on all issues relating to the environment, climate change, the sustainable management of natural resources and the risks of natural disasters and environmental destruction, the promotion of the green economy and the management of the portfolio of related projects and programs. 

Under the direct supervision of the Team Leader of Pillar II "Inclusive Growth and Sustainable Development", and with the support of the Program Specialist "Coordinator of Pillar II", the Program Analyst will have the following functions:

  • Supervising the implementation of the strategy of the Country Office program in the field of environment, climate change, green economy;
  • Management and quality assurance of the Country Office's program portfolio in the field of the environment, climate change and the green economy;
  • The creation of strategic partnerships and implementation of the resource mobilization strategy;
  • Contribution to a quality service and the reinforcement of knowledge relative to its field.


Duties and Responsibilities

1.) Implementation of the Country Office program strategy

Through in-depth analysis of the political, social and economic situation in the country, prepare substantive contributions to strategic documents (UNSDCF, CPD, CPAP, etc.):

  • Identification of areas of support and interventions in the thematic or sectoral areas assigned;
  • Support to the Country Office in the conduct of activities related to its sector portfolio, based on the permanent analysis of the situation and the political, economic and social context of the country and the production of technical and/or information notes of related quality.

2.) Country Office program management and quality assurance

Ensure effective management of the Country Office program in the assigned thematic/sector areas focusing on quality control from formulation to implementation of the country program and achieve the following results:

  • Effective application of RBM tools, establishment of Office management and performance targets (also including composite RBA) and performance monitoring of results;
  • Preparation of project and program documents regarding the areas covered by its portfolio;
  • Support in the process of collection, analysis of monitoring-evaluation data and presentation of data and information related to its portfolio in collaboration with the Monitoring and Evaluation Unit;
  • Monitoring of the application of the principles of management based on development results and the efficient performance (delivery) of the projects covered by its portfolio in order to ensure the achievement of the expected results;
  • Launching a project; execution of tasks in the Atlas (or Quantum) system, i.e. entering projects into Atlas or Quantum, determining necessary revisions; coordination of mandatory and budgetary re-phasing exercises, project closure; identification, assessment and updating of risks and functions of Level 1 project manager.
  • Financial and technical monitoring and evaluation of projects, identification of operational and financial problems, development of solutions and active participation in the process audit of projects in its portfolio and in particular the implementation of audit recommendations;
  • Preparation of reports to donors;
  • A quarterly drafting of the UNDP mandatory reports relating to the projects in its portfolio, including the preparation of CDRs and FACEs and submitted to the project steering committee.

3.) Creation of strategic partnerships and implementation of the resource mobilization strategy

Ensure and promote the creation of strategic partnerships by cooperating and focusing on the achievement of the following results:

  • Maintaining collaborations and effective contacts with national partners and technical and financial partners operating in the Democratic Republic of Congo in general and in its field of intervention in particular;
  • Identifying operational and financial problems that may hinder the implementation or positioning of UNDP and making concrete and realistic proposals to resolve them;
  • Analysis and research of information on donors, preparation of notes on possible areas of cooperation, identification of opportunities for launching new projects, active contribution to the office effort in resource mobilization.

4.) Ensure quality service and management knowledge building

Ensure a quality service and the reinforcement of knowledge on management in the achievement of the following results:

  • Provision of advice and strategic orientation for the national part and the Senior Management of the Office in the field of environment, change climate change and the green economy
  • A qualitative contribution to the network for sharing and exchanging best practices and ensuring the transfer of knowledge and the development of the capacities of beneficiary national structures;
  • Fulfillment of other tasks assigned by the program director and/or UNDP management as part of the service.

The Analyst will provide supervision / management responsibilities for the component in charge of "Climate Change and Green Economy".


Required Skills and Experience

Education:

  • Master's degree or equivalent, preferably in economics, social sciences, development, or any other related field.

Experience:

  • At least two (2) years of relevant experience in the areas of Climate Change and Environment, sustainable management of natural resources (forest, land, water, etc.), in formulation, administrative management /financial and monitoring of projects/programmes;
  • Demonstrated experience in the field of environment and climate change;
  • Good knowledge of project planning and monitoring techniques and or any other similar experience;
  • Experience in the use of information technology (computer tool, common software and other computer applications);
  • An excellent command of the French language is required;
  • A good knowledge of English will be considered an advantage.

Please note that continuation of appointment beyond the initial 12 months is contingent upon the successful completion of a probationary period.
