DRC: Program Coordinator

The United Nations Development Programme is a United Nations organization tasked with helping countries eliminate poverty and achieve sustainable economic growth and human development. UN-Habitat has been working in the DRC since 2009 and has implemented a support program for good land governance within the framework of ISSSS and STAREC.

In the field of land, conflicts arise from various sources: lack of transparency on the distribution of land, conflicts between customary practices and the State, and the weakness of land administration, etc.

UN-HABITAT supports the DRC government in land governance through support for land administration and the land reform process initiated since 2012 in eastern DR Congo (North Kivu, South Kivu, Ituri) . Today the land policy document, developed on a consensual basis, has been validated through a national workshop. The document should serve as a basis for innovations in land management and administration in the provinces with a view to promoting peaceful and productive management of land resources, in conjunction with the priorities of the Government of the DRC. UN-Habitat, as an agency specializing in urbanization issues, also supports the DRC in the prevention of slums, the development of urban and housing policies;  

It is within this framework that UN-Habitat/DRC is recruiting a Program Coordinator for its activities in eastern DR Congo (North Kivu, South Kivu, Ituri), based in Goma.

Duties and Responsibilities

The Program Coordinator works closely with the Team Leader who is his direct supervisor and to whom he reports.

He participates in the regional coordination of the UN-HABITAT program in North Kivu, South Kivu and Ituri and is responsible for the provincial team which he coordinates and supervises.

Main Duties and Responsibilities of the Program Coordinator:

  • He participates in the management of the program and coordinates the activities of the Program;
  • He participates in the establishment of the annual work plan (PTA) and ensures its application;
  • He participates in the design of the strategies and orientations of the program in general;
  • He ensures the technical and budgetary follow-up of the projects, with the help of the Finance Assistant;
  • He develops concept notes, identifies donors and develops strategic partnerships.
  • He participates in the recruitment of teams with the assistance of the Team Leader, he manages and coordinates his same teams at the local level;
  • He is called upon to deploy teams very quickly to meet all identified needs, in liaison with external partners.
  • He is the privileged interlocutor of local, provincial and customary institutional authorities;
  • He represents UN-HABITAT, in the event of absence of the CTA or on the delegation of the latter in the strategic meetings of program, coordination and United Nations Agencies;
  • He coordinates the teams in the field according to the information that he will be responsible for collecting and disseminating in collaboration with the Goma team;
  • It develops the partnership with the other actors whose intervention can contribute to the development of the mandate of UN-Habitat;
  • It issues a periodic report to the program manager indicating precisely the activities undertaken, the results and the challenges as well as the obstacles;
  • It works in partnership with a larger UN HABITAT team at headquarters (GLTN, Africa Regional Office);
  • Any other task required for the success of its mission.

Required Skills and Experience

Qualifications:

  • Hold a university degree in public international law, land management, urban planning, environment, geography, land management and administration, land information system, or any other sector relevant to the position;
  • In-depth knowledge of land management systems, land administration, urbanization issues, housing in DR Congo;
  • Recognized experience in team coordination and program management;
  • At least 7 years of professional experience, including 4 years in a post-conflict situation, in project management;
  • Good knowledge of the context and the environment in the Province of intervention (North Kivu, South Kivu, Ituri);
  • Have a good knowledge of land reform processes and urban dynamics in DR Congo
  • Knowledge of the financial procedures and rules of the United Nations system would be a plus;
  • Good computer skills;

Languages ​​required:

•  An excellent command of the French language and a good knowledge of English are required;
