Enabel is the Belgian Development Agency. It executes the Belgian governmental cooperation. The Agency also implements actions for other national and international organisations. Together with its Belgian and international partners, Enabel provides solutions to address pressing global challenges: climate change, urbanization, human mobility, peace and security, social and economic inequalities, and global citizenship. With 1,800 employees, Enabel manages some 150 projects in some twenty countries, in Belgium, Africa and the Middle East.
Context
Enabel is launching a climate and environment thematic portfolio with a budget of €50 million which will run over 5 years (January 2022 – December 2026). This portfolio will be deployed mainly in 4 countries: Burkina Faso, Mali, Niger and Senegal.
By following a regional approach, this portfolio aims to stimulate collaboration between countries and the exchange of expertise on climate and environmental challenges that transcend borders. It aims to strengthen the autonomy and resilience of local populations and should lead to a coherent regional program in terms of climate and environment in the Sahel region. It is part of the overall approach developed by Belgium which emphasizes stabilization and development. Other projects under external financing could also complement this approach, alongside the bilateral programs underway in the region.
The overall objective of the portfolio is to combat desertification and land degradation in order to support the socio-economic development and resilience to climate change of the most vulnerable populations in the Sahel.
Description of the function
As Regional Project Manager of the Climate portfolio, you are responsible for:
- ensure the general coordination of the regional component of the climate thematic portfolio and provide an overall strategic vision to the regional team and partners;
- put in place an adequate organization in terms of roles and responsibilities taking into account the specific context of the intervention (security and fragility, importance of facilitating relations between regional and national actors);
- ensure the operationalization of the strategy and contribute to the implementation of actions at the regional level: strengthening the role of regional actors in monitoring land degradation, the implementation of NDCs (Nationally Determined Contributions ), strengthening and networking of civil society actors (women's and youth organizations), scaling up of innovation platforms in the areas of intervention;
- ensure and promote consistency between the 4 countries (Burkina-Faso, Senegal, Mali and Niger) based in particular on the establishment of a mutual learning mechanism, a strategic watch and a cross-functional monitoring and evaluation mechanism.
- lead the team placed under your hierarchical responsibility (6 people)
Your profile
Level of training required
- You have a master's degree in environment, agronomy, rural development or similar orientation.
Experiences required
- You have at least 5 years of relevant experience in managing international development projects on the African continent, including at least 2 years in the Sahelian zone;
- You have experience in coordinating a regional portfolio and/or different interventions in a sector, preferably in the Sahelian region;
- You have at least 5 years of relevant experience in natural resource management projects;
- You can claim at least relevant work experience outside your home country;
- You have experience as a team leader;
Skills and knowledge required
- You demonstrate a great capacity for listening, dialogue and an ability to federate;
- You are able to generate cohesion and develop common approaches within a multi-country team;
- You have excellent coordination, planning, organization and management skills;
- You are recognized for your ability to achieve results and your proactive attitude;
- You have excellent management skills and a real interest in team management (motivating, developing, etc.);
- You demonstrate an excellent global vision and a good capacity for synthesis;
- You have in-depth knowledge of project management methodologies and monitoring and evaluation skills;
- You speak and write fluently in French or Dutch. Given the working language of Niger and the international context in which you will work, an excellent knowledge of French is therefore required.
Specific skills and knowledge being an asset:
- You have previous experience in Burkina-Faso, Mali or Niger or a good knowledge of these countries;
- You know the regional actors (ECOWAS, CILSS, etc.) and their respective mandates;
- You have knowledge in land restoration and the fight against the degradation of natural resources, agroecology and IWRM.

- A 58-month contract based in Niamey with frequent travel to the intervention area in Niger, Burkina-Faso, Senegal and Mali.
- You are hired within Enabel in the "Intervention Manager" function. The salary package for this function corresponds to our scale (class 6) and includes the gross monthly salary , as well as benefits linked to your expatriate status within Enabel such as remoteness allowance, assignment, of arduous work, coverage of housing costs (capped), moving and installation allowance, payment of school fees for accompanying children (capped), an insurance package for the whole family including repatriation insurance, return plane tickets once a year for the whole family, etc.
- In the event of expatriation without family members (dependents), up to 6 additional round-trip plane tickets per year to the country of origin or any other destination (capped according to Enabel regulations) .
The various amounts vary according to the relevant experience recognized for the function and family composition.
