Since 2012, Somalia has taken important initiatives to adopt policies, regulations and institutional structures that are essential in state building process. Those linked to climate actions, include, National Adaptation Programme of Action (NAPA), Initial Nationally Determined Contributions (INDC) Report to UN Framework Convention on Climate Change (UNFCCC), draft National Climate Change Policy, National Environment Policy, draft Environment Act and Initial National Communication (INC) to UNFCCC. At the institutional level, Directorate of Environment and Climate Change in the Office of the Prime Minister is fully functional and plays important role of taking forward environment and climate agenda in coordination with federal, federal member states and international organisations. Building on the recent achievements, the project will focus on National Adaptation Planning processes and identify those barriers that a) if resolved would have the greatest positive impact and would create the most momentum for additional measures; b) would create clear pathways for international support for priority adaptation projects; and c) could most feasibly be addressed given the political and security situation in Somalia.

The project consists of three primary outcomes, each of address the barriers identified in the design of the project.

  • Strengthening institutional coordination and capacity for adaptation planning and implementation at the federal level.
  • To enhancing technical, institutional, and managerial capacity for adaptation planning at the state level.
  • To mainstream climate change adaptation considerations in investment planning processes.

The project will be implemented consistent with the UNDP’s Direct Implementation Modality (DIM), and UNDP will be responsible for the overall project implementation in consultation with the Directorate of Environment and Climate Change under the guidance of the Project Board/steering committee. The project is part of Resilience and Climate Change Portfolio of UNDP Somalia.

The CCA sectoral Coordinator will be I charge of climate Change Adaptation (CCA) national and inter-agency coordination, collaboration and stakeholders consultations activities and initiatives under the project Outcomes.

Duties and Responsibilities

Scope of Work

  1. Effective representation of national coordination, collaboration and stakeholders consultations  activities and initiatives for NAP SP
  2. Effective implementation of the relevant CCA policy and national and inter-agency coordination activities
  3. Provides assist to supervision, monitoring and evaluation
  4. Facilitation of knowledge building and sharing

1. Effective representation of national coordination, collaboration and stakeholders consultations  activities and initiatives for NAP SP

  • Provide substantive assistance to coordinate the development of the CCA national and sectoral policy documents – National Adaptation Plan (NAP), as well as provide support and State level CCA plans;
  • Gather related necessary information from other relevant programmes/projects and partners for coordination of efforts, effective collaboration and avoiding duplications of the resources;
  • Present information related to Project’s CCA policy and national and inter-agency coordination, collaboration and stakeholders consultations activities and initiatives to the relevant institutions and governmental bodies, as well as ensure dissemination to broader public via social media and printing materials;

2. Effective implementation of the relevant CCA policy and national and inter-agency coordination activities

  • Provide support in developing and implementing the Project annual work plans (AWPs) and other supporting plans (M&E, procurement, communication, gender) on the related CCA policy and national and inter-agency coordination, collaboration and stakeholders consultations  activities and initiatives;
  • Provide substantive support to the Project implementation – on institutional responsibilities and coordination mechanisms, procedures, duties and protocols, etc.;
  • Provide support to ensure timely and adequate implementation of activities under the relevant AWP;
  • Under guidance of project Manager, Plan, organise and coordinate the conduction of the Project’s coordination workshops/conferences and consultations meetings;
  • Cooperate and liase with government stakeholders and other partners to ensure proper coordination and partnership in common development efforts related to the CCA policy and national and inter-agency coordination, collaboration and stakeholders consultations activities and initiatives activities.
  • Provide assistance to prepare the Annual/Quarterly Work Plans and Progress/Final substantial and financial reports and its submission to the UNDP CO, and ensure timely submission of all progress and financial reports, bi-annual, mid-term and terminal reports, and other reports as may be required by GCF,
  • Draft TORs, MoUs and RFPs (Request for Proposals)  for the related individual consultants (international and national) and companies to be hired for the implementation of the project’s CCA policy and national and inter-agency coordination, collaboration and stakeholders consultations activities and initiatives;

3. Provides assist to supervision, monitoring and evaluation support

  • Provide support in introducing innovative governance and management approaches and mechanisms;
  • Provide support in monitoring the contributions of consultants, personnel and government counterparts towards achievement of programme/ projects objectives.
  • Provide support in organization of field mission and mid and terminal evaluation process

4. Facilitation of knowledge building and sharing

  • Coordinate with the partners and organise events to share lessons learned and disseminate key results among the stakeholders at national and local levels.
  • Maintain of proper electronic and paper filing systems.

Institutional Arrangement

The CCA Sectoral Coordinator will work from home (during Covid-19)/UNDP Office and frequently interact and meet with DOECC frequently under guidance of Project Manager in Mogadishu

  • Required Skills and Experience

Education:

Minimum Academic Education

  • A Master’s degree with a minimum of 2 year of experience preferably from an accredited university social sciences/ natural studies/ Economics/ Public Administration/ Law/ International development or other related field; Or A first level university degree in a relevant field with a minimum of 4 years relevant experience may be accepted in lieu of the advanced university degree

Experience:

Minimum years of relevant Work experience

  • Minimum of 2 year with a Masters degree or 4 years with a first level degree of relevant professional work experience in the implementation and/ or monitoring of development projects in environment and/or projects in the field of Sustainable Development and/ or Climate Change, Natural Resources Management and/ or working in a relevant position to this post.
  • Experience of working with the international organizations/government/private sector/academic/CSO;
  • Ability to lead and manage activities in all phases of project management involving multiple partners and in conflict settings.
  • Experience in collaborating with government agencies, international organizations, and community leaders.
  • Excellent skills in problem-solving, conflict resolution, advocacy, and stakeholder coordination;
  • Demonstrated ability in writing good quality project reports and policy briefs
  • Proven field experience in climate adaptation activities in conflict-prone communities;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).
