Since 2012, Somalia has taken important initiatives to adopt policies, regulations and institutional structures that are essential in state building process. Those linked to climate actions, include, National Adaptation Programme of Action (NAPA), Initial Nationally Determined Contributions (INDC) Report to UN Framework Convention on Climate Change (UNFCCC), draft National Climate Change Policy, National Environment Policy, draft Environment Act and Initial National Communication (INC) to UNFCCC. At the institutional level, Directorate of Environment and Climate Change in the Office of the Prime Minister is fully functional and plays important role of taking forward environment and climate agenda in coordination with federal, federal member states and international organisations. Building on the recent achievements, the project will focus on National Adaptation Planning processes and identify those barriers that a) if resolved would have the greatest positive impact and would create the most momentum for additional measures; b) would create clear pathways for international support for priority adaptation projects; and c) could most feasibly be addressed given the political and security situation in Somalia.

 The project consists of three primary outcomes, each of address the barriers identified in the design of the project.

  • Strengthening institutional coordination and capacity for adaptation planning and implementation at the federal level.
  • To enhancing technical, institutional, and managerial capacity for adaptation planning at the state level.
  • To mainstream climate change adaptation considerations in investment planning processes.

The project will be implemented consistent with the UNDP’s Direct Implementation Modality (DIM), and UNDP will be responsible for the overall project implementation in consultation with the Directorate of Environment and Climate Change under the guidance of the Project Board/steering committee.

The Junior capacity development specialist who will be in charge for capacity development  for National adaptation Plan (NAP) under the project outcome.

Duties and Responsibilities

Scope of Work

  1. Support Data gathering for assessments and stock taking exercise for NAP SP
  2. Ensure effective implementation of capacity Building activities for NAP SP
  3. Provide assistant for coordination of the capacity development with relevant stakeholders for the project
  4. Facilitation of knowledge building and sharing

1 - Support Data gathering for assessments and stock taking exercises for Climate change

  • Identify the institutional levels to be assessed and include desk reviews to identify the key policy and previous capacity assessments including key documents of relevance and potential stakeholders
  • Design a training needs assessment tool that can be used as a base-line measurement and guide for Individual staff training and training plan design at federal and state level
  • Closely work with individual consultants who will tasked for capacity of climate change adaptation assessment and gaps
  • Contribute the conducting the assessments and gap identifications such as vulnerability assessments as well as strategies.

2 - Provide assistant for coordination of the capacity development with relevant stakeholders for the project

  • Support and organize and coordinate relevant training programmes for stakeholders and other partners
  • Under Project manager, organize and plan Institutional capacity and needs assessment at project stakeholders includes the supporting the tailored training for staffs at Ministry
  • Coordinate the improvement of  staff capacities at the Directorate of Environment and Climate Change through organizing training procedures (plans & road map).
  • Provide support the capacity and skills of institutions for generating relevant information in supporting the NAP process prepared.
  • Develop or/and strengthen an active network of project partners systematic upgrading of the capacity through delivery of trainings/workshops and communication
  • Maintain a record of the people trained, by Sectors and Prioritized System of the National Adaptation Plan, on issues relevant to Adaptation to Climate Change.

3 - Ensure effective implementation of capacity Building activities for NAP SP

  • Develop/supervise the development of training curriculum based on the needs assessment results for all the key sectors
  • Conduct institutional review to determine capacity building needs as per project documents
  • Lead institutional capacity development assistance in NAP and support the Directorate of Environment and Climate Change (DOECC) Office.
  • Promote and strengthen partnership building among technical assistance organizations involved in supporting Climate change to ensure streamlining, and promoting of synergies in the various capacity building activities.
  • Initiate and Draft the ToRs for the related individual consultants and workshops for areas of capacity assessments.
  • Ensure the Gender is mainstreamed into the capacity building programmes and as well as plans and policies.

 4 - Facilitation of knowledge building and sharing

  • Develop and document good practices and lessons learned on climate change adaptation capacity development
  • Facilitate training and capacity building services includes workshops,  seminars and training packages for improving the climate change adaptation capacity at institutional level.
  • Prepare the Monitoring and capacity reports and share with Project manager
  • Undertake field visits when needed;
  • Perform other tasks as required

Institutional Arrangement

The Junior Capacity Development Associate will work from home (during Covid-19)/UNDP Office and frequently interact and meet with DOECC frequently under guidance of Project Manager in Mogadishu

Required Skills and Experience

Minimum Academic Education

Secondary School education with 7 years’ experience OR A first level university degree in a relevant field with a minimum of 4 years relevant experience preferably from an accredited university in Development, social sciences/ Environment/ Climate change/natural studies, or other related field;

Minimum years of relevant Work experience

  • Minimum of 7 year with a Secondary school education or 4 years with a first level degree of relevant professional work experience.
  • Strong background in institutional capacity building and research.
  • Experience of working with the international organizations/government/private sector/academic/CSO;
  • Relevant experience is defined as experience in Project/Programme management or Capacity Development roles in either development and  emergency or post conflict environments.
  • Demonstrated ability in writing good quality project reports preferable climate change  reports
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).

Travel:

UNDP will cover the cost of official related travel outside the duty station.
