The main aim of the FAO country offices, which are headed by an FAO representatives, is to assistant governments to develop policies , programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.
The FAO Representation in South Sudan is organizes in three main units: programme, Operations and administration. The current portfolio of projects in South Sudan includes activities related to agriculture (crop), livestock, Fisheries, Natural Resource management, food information systems is implemented with humanitarian, transitional and development funding. The incumbent will contribute to the country’s programme and portfolio as foreseen in the project he/she will coordinate and be assigned.
Strengthening the resilience of vulnerable populations to food crises and climate stresses in South Sudan project’ (PRO-SRVP) is funded by EU Devco and implemented by the Food and Agriculture Organisation of the UNFAO. The project overall objective is to contribute to improved countrywide food and nutrition security in a sustainable manner. Three specific objectives (SO) will sustain the achievement of the above objective: SO1: improved food security and nutrition governance; SO2: improved prevention of and preparedness for food crises; SO3: relevant resilience strategies and investment plans are adopted. This Action primarily contributes to SDG 2 “end hunger, achieve food security and improved nutrition, and promote sustainable agriculture”. The resilience team will be part of support to achieve the SO of the projects
Reporting Lines
Under the general oversight of the FAO Representative (FAOR) , he direct supervision of the head of ELRP, and in liaison with the Under Secretary of the Ministry of Agriculture and manager of PRO-SRVP the incumbent will be expected to provide technical support to FAO-SS resilience activities and the Partnership for Resilience.
Technical Focus
The resilience analysis and measurement expert will support the design, coordination and implementation of the resilience projects, accountability, and learning framework of the resilience projects.
Tasks and responsibilities
- Partake in the Project Support Unit (PSU) coordination function and ensure full collaboration to achieve the overall objectives of FAO and provide regular updates to the Project Managers of resilience projects;
- Analyse quantitative and qualitative data on project/program implementation of FAO-SS, including analysis of datasets with a view to monitor and assess the progress of various resilience project interventions;
- Conduct financial and economic impact analysis of various resilient project interventions/ value chains;
- Prepare reports including compiling information to be included in the results matrix analysis of the resilience projects, project reports, updates and any other relevant information products;
- Provide support to the monitoring of the progress/status of planned PfRR and JAMMG of the PfRR activities and Norway Resilient Pilot Project activities against work plans and results framework (logframe) and identify activities/areas requiring follow-up and timely alert the management in case of significant deviation from the expected resilience outputs and outcomes.
- Integrate resilience, food security and livelihood sector good practices into the FAO-SS program framework and related tools of the PfRR;
- Support evidence based lessons learning, documentation and development of resilience policy briefs etc. of FAO-SS program;
- Monitor the progress and results of the PRO-SRVP project and other related resilience projects of FAO-SS using relevant resilience measurement tools, including RIMA (Resilience Index Measurement and Analysis).
- Support the development and continued refinement of methodologies and models for resilience analysis in FAO-SS;
- In collaboration with national, regional and global level experts, provide an interface by providing on the job training to national and international staff on resilience analysis activities and subsequent policy recommendations; and lead the technical support being provided to the PfRR members and core JAMMG partners;
- Ensure that all core outputs of the PRO-SRVP ad resilience project are uploaded, documented and archived in the available sites, including the CliMIS portal;
- deliver advice, assistance and on-the-job training in resilience analysis to members of the FS and Nutrition Working Group and of the FSTS, as well as to relevant line ministries, providing direct advice, as appropriate, with a special emphasis on results-based management for FAO-SS staff, government counterparts and implementing partners
- Support the preparation of required reports of the resilience projects as per the rules and regulations FAO and collate the reports of the individual sub-projects for transmission to FAO;
- Support resilience analysis to the M and E team of FAO-SS, and lead the resilience analysis work of the PRO-SRVP work;
- Perform any other duties as demanded by the senior project manager.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- University degree in applied statistics, quantitative research methods, econometrics, applied economics, economics, agricultural economics, development economics, natural resource economics, environmental studies or a closely related field;
- At least five years (5) of relevant experience in economic analysis of food, agriculture and development issues, econometric research using time series, cross-section, and/or panel techniques, including the production of analytical outputs (such as policy reports and/or scientific papers);
- Working knowledge of English and limited knowledge of French, Spanish, Arabic, Chinese, or Russian.
Technical/Functional Skills
- A broad understanding of community-based approaches and capacity development in cash and voucher programming and market analysis;
- Demonstrated work experience in project/program planning, design of emergency and resilience projects/programs
- Good judgment, initiative, high sense of responsibility, organization and analytical skills;
- Capacity to work independently and establish good relationships with staff and external partners;
- Creativity and problem solving skills;
- Flexibility and ability to work under stress;
- Ability to work in a multicultural environment;
Selection Criteria
- Work experience in more than one location or area of work, particularly in field positions is desirable;
- Relevant work experience in Monitoring and Evaluation applied to food security and/or agricultural programmes;
- Excellent knowledge of Monitoring and Evaluation tools and methodologies applied in food security, resilience and agricultural interventions;
- Field experience in implementing Monitoring and Evaluation activities and strategies;
- Analytical skills on data management, analysis and reporting for M&E;
- Working knowledge of advanced statistics with ability to use statistical software packages (e.g. STATA, SPSS and R);
- Good knowledge of using and programming questionnaires in Open Data Kits (in particular Kobo Toolbox);
- Proficiency in MS Office (Word, Excel, Access, Outlook);
- Ability to perform in multi-cultural and multi-disciplinary context;
- Experience in complex/protracted emergencies would be an asset;
