Search for Common Ground (Search)-Yemen is seeking an experienced consultant to support the rollout and implementation of an Early Warning and Early Response System (EWER System) in Aden, Yemen. The project aims to support vulnerable communities in developing an EWER system that will help them identify and analyze conflict trends, alert community members and decision makers about risks, and initiate timely responses to prevent those risks.
EWER systems are mechanisms used to anticipate catastrophic events - including natural disasters, epidemics, famines, and conflicts - in order to preemptively respond to prevent or minimize the impact of such disasters. The process generally involves: data collection, data analysis, warning dissemination, and response implementation. This component is part of Search’s larger peacebuilding intervention in Yemen to support at-risk communities through training and capacity building, community dialogues, small-scale community development initiatives, media campaigns, and other community-based activities.
The consultant will be working remotely and report to the Search management team based in Tunis

Essential Duties and Responsibilities
The consultant will report directly to the Research Manager while performing the following main responsibilities:
Project Implementation tasks/ responsibilities
- Advise the Search team and EWER Project Coordinator on the design, preparation, management, and supervision of the Early Warning and Early Response System
- Support the development of training materials and oversee the facilitation of trainings around EWER system management
- Work with the EWER committee to determine and assist on processes around data collection, data analysis, warning dissemination, and response design that fit the local context and are based on EWER systems best practices
- Engage in reflection sessions to troubleshoot implementation challenges and recommend improvements
- Ensure that the EWER system is conflict and gender sensitive
- If possible, conduct field visits to targeted communities to supervise the EWER system’s progress
Deliverables
- Produce a training guide on EWER management best practices, including on data collection, data analysis, warning dissemination, and response design that is adapted to the local context
- Facilitate trainings in Aden as needed (in-person if travel is possible)
- If feasible, participate in consultations with community leaders to design a locally-specific EWER system
- Assist in creating a survey questionnaire and interview discussion guide in preparation for data collection
- Assist in conducting data analysis after a first round of data collection to determine threat levels and trends
- Assist the EWER committee in the production of at least one bulletin report summarizing research findings
- Assist the EWER committee in the production of standard operating procedures regarding 1. Warning dissemination, 2. Response design, and 3) response implementation
- Participate in weekly meetings with the management team and the Project Coordinator
- Participate in at least one reflection session on the roll out of the EWER system
Qualifications and Skills Required:
Education
Bachelor’s degree or equivalent qualifications from a recognized institution or bachelor’s degree with equivalent field experiences.
Experience
- At least 7 years professional proved experience in a comparable position
- Previous engagement in peacebuilding, community projects, humanitarian or development or related fields
- Experience and knowledge in the implementation of community-based EWER systems is a must
- Experience conducting trainings and workshops
- Knowledge and experience in conflict transformation and peacebuilding
- Knowledge and experience in the MENA region, particularly in Yemen is a plus
- Experience in remote work is critical
- Strong experience in monitoring and evaluation processes
- Strong experience in leading focus group discussions
- Experience in quantitative data collection and analysis is highly desirable
Other important and relevant skills & competencies
- Ability to maintain and develop professional working relationships at all levels, both internally and externally
- Demonstrated ability to think strategically, creatively solve problems, and work with minimum supervision
- Excellent interpersonal skills, energetic, and socially tolerant
- Excellent oral and written communication skills (both Arabic and English)
- Very good knowledge and skills in ITC technologies (related software, internet etc…) and in computer applications (e.g. MS Office, Excel etc…)
- Able to work under pressure
- Willingness to travel to Yemen
