Veterinarians without Borders/ Vétérinaires sans Frontières – Canada (VWB/VSF) is a charitable, humanitarian organization whose mission is to work for, and with, those in need to foster the health of animals, people, and the environments that sustain us. VWB/VSF Canada has been operating in South Sudan since 2013. Over the coming years we are looking to increase our operational capacity in the country to meet the growing needs.

About the job

The Country Director is ultimately accountable in country for all aspects of VWB/VSF Canada’s work, leading the consolidation and at the same time development of the programme, continuing the process of developing solid impact measurement mechanisms, strengthening accountability initiatives and ensuring that the financial management and organizational setup is adapted to the operational context. The Country Director sets direction, leads, maintains team morale, safety and welfare, while managing resources, delegating specific duties as necessary, and maintaining oversight and accountability.

Responsibilities

Leadership and Management of the country program (30%)

  • Lead the development and growth of VWB’s program in South Sudan
  • Develop annual plans and provide support and direction for implementation and oversight of service delivery.
  • Oversee the fulfillment and contractual obligations of all narrative and financial reporting requirements.
  • Oversee the development and implementation of its Country Strategic Plan, in close collaboration with Head Office and field staff.
  • Provide oversight of VWB Canada’s programs

Fundraising and Business Development (30%)

  • Build VWB Canada’s programming through donor engagement, project design and proposal development, in collaboration with HQ.
  • Responsibility for in-country fundraising and business development with institutional donors.

Financial Management (10%)

  • Overall responsibility for in-country budget and financial management, including reporting to Head Office.
  • Maintain efficient financial controls, accountability standards, procurement procedures, compliance adherence and all other financial procedures and records.
  • Prepare country budgets, oversee project budgets and monitor budget spending.
  • Provide oversight to implementing partners including adherence to partnership management systems, controls and compliance requirements

Representation (10%)

  • Engage and represent VWB Canada at programmatic cluster forums, Country Director co-ordination forums, and other networking opportunities with other agencies in Juba
  • Build a network of contacts and relationships in order to build the profile of VWB Canada in South Sudan, including in-country donors.

Human Resource Management (10%)

  • Responsible for the oversight of all VWB Canada staff in South Sudan, across its field offices.
  • Oversees the recruitment of local staff as necessary.
  • Develop and implement policies and procedures to ensure strong human resource management and to contribute to a positive and equitable workplace.

Security Management (10%)

  • Maintain internal and external contacts with relevant parties and authorities related to security
  • Monitor the security context of the country to manage and mitigate security risks.
  • Regularly update and implement VWB Canada’s security procedures and plans in coordination with HQ.

Qualifications

Knowledge

  • Master’s Degree or equivalent in International Development, Social Sciences, Education, or related subject or equivalent field experience.
  • Minimum of 5 years senior management experience including experience in strategic planning processes.
  • Knowledge of at least one of VWB Canada’s areas of programmatic focus
  • Demonstrated track record in successful fundraising and donor engagement and development strategies.
  • Experience in project, financial and HR management, including mentoring of local staff
  • Experience managing security in a conflict affected environment.
  • Previous experience in South Sudan is highly desirable.

  • Fluency in written and verbal English.

  • Effective time-management skills with the ability to multi-task and manage multiple time-sensitive priorities.
  • Self-starter, able to work with a high degree of initiative and highly resilient
  • Team oriented with strong interpersonal skills and ability to work with
  • Individuals from a range of backgrounds.
  • Strong writing and project management skills.
  • Able to work sensitively in challenging and insecure environments.
