Since 2012, Somalia has taken important initiatives to adopt policies, regulations and institutional structures that are essential in state building process. Those linked to climate actions, include, National Adaptation Programme of Action (NAPA), Initial Nationally Determined Contributions (INDC) Report to UN Framework Convention on Climate Change (UNFCCC), draft National Climate Change Policy, National Environment Policy, draft Environment Act and Initial National Communication (INC) to UNFCCC. At the institutional level, Directorate of Environment and Climate Change in the Office of the Prime Minister is fully functional and plays important role of taking forward environment and climate agenda in coordination with federal, federal member states and international organisations. Building on the recent achievements, the project will focus on National Adaptation Planning processes and identify those barriers that a) if resolved would have the greatest positive impact and would create the most momentum for additional measures; b) would create clear pathways for international support for priority adaptation projects; and c) could most feasibly be addressed given the political and security situation in Somalia.
The project consists of three primary outcomes, each of address the barriers identified in the design of the project.
- Strengthening institutional coordination and capacity for adaptation planning and implementation at the federal level.
- To enhancing technical, institutional, and managerial capacity for adaptation planning at the state level.
- To mainstream climate change adaptation considerations in investment planning processes.
The project will be implemented consistent with the UNDP’s Direct Implementation Modality (DIM), and UNDP will be responsible for the overall project implementation in consultation with the Directorate of Environment and Climate Change under the guidance of the Project Board/steering committee.
The Programe adaptation Officer who will provide his technical experts into the project and strategic direction under guidance of Project Manager
Duties and Responsibilities
Scope of Work:
- Provide technical inputs and stratetgic direction for NAP SP under guidance Project Manager
- Effective contribution implementation of the NAPSP activities in close collaboration with the relevant institutions
- Provide assistant to Monitoring and evaluation for NAP SP
- Support the Facilitation of knowledge building and sharing
1. Provide technical inputs and stratetgic direction for NAP SP under guidance Project Manager
- As needed, provide review the strategies, plans and assessments of the project under guidance of the project manager
- Contribute Develop relevant policy documents, operational guidelines, procedures, document templates, reports, tools, learning and capacity building material related to NAP
- Assist the Project manager to develop support mechanisms for strengthening Government ownership, technical leadership of the NAP SP, with a view to ensuring the long-term sustainability of activities.
- Analyze the available information on the Prioritized Sectors and Systems of the National Adaptation Plan to support the NAP project and the initiatives and projects of the Climate Change Directorate.
- Participates in activities such as structuring of training workshops, seminars; makes presentations on assigned topics/activities;
- Initiate the Drafting TORs, MoUs and RFPs (Request for Proposals) for the related individual consultants (international and national) and companies to be hired for the implementation of the project.
- Review as appropriate inception reports and provide feedback on the deliverables and reports submitted by the consultants and consulting firm.
- Represent the project manager role as necessary and work closely with project team and DOECC
2. Effective contribution implementation of the NAPSP activities in close collaboration with the relevant institutions
- Work with the Project Manager and Climate Adaptation Sectoral Coordinator to develop a programme for the mainstreaming of climate change adaptation into the prioritized sectors
- Assist the Project Manager in coordinating project activities with other related technical assistance programs in Somalia
- Provide assistant as approved Project Document including the implementation strategies and coordination arrangements set out in the Project Document.
- Organizes and takes part in project coordination meetings with partners, including Project Technical meetings.
- Contributes to consultative and other meetings, conferences, including proposals for agenda topics, identifying participants, preparation of documents and presentations.
3. Provide assistant to Monitoring and evaluation for NAP SP
- Monitor and disseminate emerging best practice on climate change adaptation strategies,
- planning and practice and, with the project Manager, relevant scientific research developments. Provide assistant to develop and periodically review the project M & E plan;
- Assist timely submission to DOECC and UNDP and dissemination of progress reports and consolidated financial reports;
- Provide support in monitoring the transfer of programme/ projects deliverables, documents, files, equipment and materials as per the standard UNDP norms and procedures.
4. Support the Facilitation of knowledge building and sharing
- Provide support in monitoring the transfer of programme/ projects deliverables, documents, files, equipment and materials as per the standard UNDP norms and procedures.
- Contributes to consultative and other meetings, conferences, including proposals for agenda topics, identifying participants, preparation of documents and presentations;
- Draft progress and analytical reports and presentations;
Institutional Arrangement
The Programe Adaptation Officer will work from home (during Covid-19)/UNDP Office and frequently interact and meet with DOECC frequently under guidance of Project Manager in Mogadishu

Required Skills and Experience
Education:
A Master’s degree preferably from an accredited university social sciences/ natural studies/ Economics/ Public Administration/ Law/ International development or other related field; Or A first level university degree in a relevant field with a minimum of 2 years relevant experience may be accepted in lieu of the advanced university degree
Experience:
- At least 2 years ( with Bachelors) of relevant practical professional work experience in the disciplines of environmental science/management, natural resource management, climate change or working in a relevant position to this post with a first level university degree.
- A broad understanding of the various aspects of climate change adaptation, particularly frameworks, strategies and tools for implementation.
- Ability to lead and manage activities in all phases of project management involving multiple partners and in conflict settings.
Required Language(s) (at working level)
Fluency in written and oral English and Somali
Travel:
UNDP will cover the cost of official related travel outside the duty station.
